To qualify for New York City disability benefits, workers must have worked jobs covered by Social Security and paid enough in payroll taxes to be considered "insured" by the Social Security Administration. New York City workers will generally need 20 to 40 work credits to qualify for SSDI, and the amount of credits will depend on the age of the worker at the time of their disability.

The SSA also has a very strict definition of "disabled" for qualification purposes. The Social Security Disability Administration considers a worker disabled if they have a severe mental or physical health condition which does not allow the worker to perform substantial gainful activity (SGA) for at least 12 continuous months.

New York City Social Security Disability Insurance auxiliary benefits can also be paid to qualifying widows, widowers and dependent children. Social Security Disability Insurance in New York City may also provide Medicare to claimants 24 months after the onset date of their disability.

New York City claimants who have not worked, who have worked but not paid taxes or who have not worked outside of the home will not qualify for Social Security Disability Insurance in New York. Wage replacement for non-qualifying claimants may be available through Supplemental Security Income (SSI) which is awarded to the blind, aged (65 years or older) or disabled who have limited income and resources and who are unable to work. SSI recipients, in most states, may also be eligible for Medicaid at the time of approval.
